I took my screenshot the moment when the ref already has his whistle at the mouth
in the bottom right you can see the linesman still has the flag on his left side, not even raisen
0.2secs after this screenshot the ref blows the whistle, sadly the actual frame of a possible flag being risen by the linesman is not visible but there's no way it could happen in that timeframe
especially because the ref already moves his arm to blow while the linesman is still visible (and the flag is clearly down)

SO HE DIDN'T REACT TO HIS LINESMAN, HE DECIDED IT WAS OFFISDE WITHOUT THE LINESMAN

    you know refs speak to each other. they have microphones. the lineseman changed the flag from his left to his right, clearly preparing to lift it, before the whistle. he probably said something via the mic and the ref impulsively whistled

    I think the worst part is that everyone is saying it was the wrong decision to blow the whistle that early but obviously nothing will come from it

            in the replay the flag goes up after Müller heads the ball
            in the first few seconds of that video you can see the ref decides to blow the whistle right after the defender heads the ball which is like 2-3seconds before the Müller header

        The ref moves the whistle to his mouth, not in response to the header, but rather when he sees Muller will win the ball.
