Per Nielson anything lower than a .15 doesn't register due to the low sample size so they estimate shows with ratings that low.
I've often doubted that there were anywhere near 300,000 people actually sitting through junk like Rampage. Makes sense that Nielsen are just making it up.

Back when AEW was good it had a fiercely loyal audience that would follow Dynamite to different nights and different channels through some pretty brutal preemptions. They somehow managed to completely kill any confidence in their television.
