Adding a closable roof and a retractable pitch to turn it into a great place for all sorts of events, concerts, etc. might pay off. One billion is a very high price, but I can see what they are going for.
Barca however is in a worse financial situation to start with, and they pay 1.5 billion to essentially add another row of VIP boxes. These make a lot of money, but it still seems like a risky investment. Also, they lose additional money since they have to play in a smaller stadium for a while. The new stadium has a roof, which is fine but not really necessary I suppose, and it does not have the benefits of Madrid‘s indoor event location. Instead, it actually is a downgrade in terms of optics and uniqueness. Barca probably couldn’t care less about that, but it is kind of a shame regardless

Barça otoh don't have a business plan to recoup the investment, are paying 6% interest rates and handed the construction to some shady Turkish group with connections to Laporta but no experience whatsoever in this kind of endeavor. the Barça board are in it for the money, and the socios, who ultimately approved of the project, are clueless about its particularities and financial intrincacies - they only want a new stadium because Madrid has one. that's all there is to it.

the price might be 1 billion euros or whatever but once you spread it out over 50 years and take into account financing and accounting tricks they will make more money than not doing it, so the effective COST is negative. no one on the board has to lay a brick or shovel dirt (except for ceremony) so their is no additional labour for madrid or barca in changing the stadium.
it would be wrong for them, in the fiduciary sense, not to update the stadium because the old stadium is restrictive to growth. they are not football clubs, they are companies.
