Then the NHL team knows that investing in local minor hockey is the route to a sustainable fanbase instead of a boom/bust bandwagon fanbase.

northern us second-tier city teams have problems getting non-americans because not home but still meh weather/environment and why get taxed more to live in Winnipeg than Vegas or Miami if youre Canadian
