He was first called up to replace Andrade in a tag match and stayed in Zelina's stable of Andrade and people who replaced Andrade when he was injured. Theory was eventually sent back to NXT, so nowhere near Roman's push.

I think a Bryan and Brock feud could’ve been great actually, their match at that one Survivor Series was really good.
