Short answer, Orton's been working hurt with back injuries he had been putting off having surgery for and they finally caught up to him.
Long answer, Riddle is on Roman Reign's shit list because he rightfully called out Roman for being a fake ass loser who had everything handed to him and killed the company's ratings and that everyone else has had to work twice as hard to make the company profitable and make up for his being box office poison. Roman demanded Orton/Riddle be broken up to kill Riddle's push via forcing an Orton/Riddle feud Randy would win (because he's Randy Orton) but Orton told Roman to frick off because he likes working with Riddle and RKBro is single handedly carrying the company and keeping what little viewers left watching WWE watching.
So Roman threw a huge temper tantrum demanding the RKBro must lose their belts to the Usos and lose them NOW/got to pin Riddle in a tag match to bury Riddle, demanded Randy bury Riddle for speaking the truth about Roman. So Randy is now MIA out of protest, taking time off to heal up and get surgery rather than bury Riddle and forced the issue so that Vince now has to push Riddle as their top guy rather than be forced to be Roman's hatchetman to bury his rival.
