Range is the decider. Your punches are best thrown from a distance not just because it's safest for you but because strikes are their strongest after traveling the greatest range. If you're close enough to hit with your elbows, then there's no point not trying to hit quickly with them instead punches most times. Unless you perhaps are untrained in elbow strikes and know you can make an uppercut land for sure.
If you're fast, got hands or get into prolonged fisticuffs like an anime character, punches.
If you get into brawls, framing into elbows or hooks works.
