      Actually, is there any sort of stat that says how many keepers dive to either side before the penalty taker has actually made contact with the ball? My mind tells me it'd be a lot of keepers but I don't actually know.
      Also, how are they even going to judge that? Bring out VAR every single goddamn time a pen is taken so they can freeze frame when the foot touches the ball and when the keeper moves?

    This is a ridiculously bad rule. You don't save shots by diving laterally - you have to dive towards the ball to make a save as a keeper. It's a fundamental aspect of goalkeeping technique. Forcing a keeper to have both feet on the line when the penalty is taken is like forcing penalty takers to have a one-step run-up.
