100%, he only used Itoh a few times because she was popular on social media and admitted he'd never seen her and had no idea who she was, used Miyu because Rosa begged for it, and used Mizuki (and jobbed her out in 4 minutes on Dark while she was their top champion) because she was in town. The TJPW "partnership" is/was a joke because he doesn't pay any attention to it.

When Bushiroad bought Stardom, they took over all the business stuff and Rossy was left to be the booker which is fine since that's all he wanted to do. He only started to think about leaving when Bushiroad started interfering in his booking which they'd originally promised not to do.
