I don't think Tony had a single discussion with him. Seth isn't leaving his wife and their band sized tour bus where they raise their kid to go to another company. This is another situation like Owens where family came first so he stayed in WWE.

I do think Ospreay is probably the best in the world at a certain style of wrestling, at least in terms of athletic ability. He's decent on the mic, too. But that doesn't make him the best wrestler in the world, not by a long shot.
