I really do not understand any of the sympathy for Forest and Everton. man city aren't the problem, the premier league is, they made it so no one can compete with man city properly now and has made it so they can maintain the huge advantage over everyone else, they also allowed it to happen in the first place.
They're fixing this by changing the financial rules next season. Clubs can spend as much as they want but they must pay a tax that gets distributed to the rest of the teams.
Theoretically, this would mean that teams like United, Newcastle, and Chelsea can mount a comeback.
