they technically can, but producing a new kit takes time, and they most likely don't care that much anyway.

That's not entirely true, Adidas kits during the 2018 wc were nice in my opinion, the white uniform of Germany, the blue of Sweden and the Spanish one.

Italy should be Kappa. And France already WAS Le Coq Sportif before Adidas. But chances are, Adidas will probably get France, when they Nike gets Germany. I don't see Nike holding that many expensive contracts.
