According to Rio Ferdinand and iirc Scholes or Carrick have backed it up, Ferguson (being a Scotsman) didn't give a shit about England - so he wanted all his English players to be club over country and drilled the idea that the England national team doesn't matter. A lot of the ones that were called up carried that energy into international camps and tournaments with them, hence all the unprofessionalism of international breaks being a holiday, lots of problem gambling, "who cares if we lose, it's only a friendly", lack of passion etc.
