Pre money City had 1 more trophy than pre money Chelsea. But Chelsea were sort of decent in the 90's and early 2000's, sort of in the way a club like West Ham or Brighton is now except by the time Abramovich bought them they were about to implode financially and would have fallen down the divisions like Leeds otherwise.

Chelsea is the least plastic and has the most CLs, they are first. Then you‘ve got City, who have one CL and are the PL dominators. City also has decent history before the takeover, they just sold their soul. PSG on the other hand is a complete nobody club, they have basically nothing of value, they are the most commercialized and the biggest wannabes. This is their history. They are the only club of note (today, not historically) in the absolute center of a major European power, with millions of people around, and yet they cannot achieve more than being bullies on a playground. Chelsea won their FIRST league title 19 years ago. abramovich was making net loss from the club for the first 5-6 years of his ownership, they basically outspent every other club in his period.
