Football is more based on passing lanes and blocking/clogging them. Because basketball is played with your hands, you have more direct control of the ball — so it's less about passing lanes and more about direct dribbles.
Average Premier League game is 2.7 goals and only 7% of games finish 0-0. International football is different.
The offside rule makes it way more difficult to advance the ball and get good goal-scoring opportunities than in other sports. Plus 11 on 11 means a lot of people to block and defend.

In basketball, it's against the rules to defend the basket as the ball descends into it. If you could stop the ball by putting your hands through the basket from its underside, then a single tall player could make scoring very difficult.
Also in basketball players use their hands (much easier to control the ball) and the basketball court is much smaller than the soccer field.
