Vince (in kayfabe) wanted Austin to be a corporate friendly champion after WM14. Steve wasn't going for it. But Steve was champion at that point so instead of firing him and Steve going down south, he was going to feed him to taker, bossman, Foley, etc. And he was a drinker, but a functioning one. Vince's ego was too big to just fire Austin. He wanted to make him pay.
