The main issue would be travel costs. South America is a big damn continent and at least half of it would be traveling the equivalent of the Atlantic ocean to play in Mexico, and vice versa.

They were a regular invitee up until 2015 or so and then they just couldn't agree on the money. I'm not sure how much impact it really made for mexico since they always sent a shitty team over.
Now that the Euros has a twenty-four team format, at least 2 or 3 of those spots should go to invitations to teams from the North American or Asian confederations. The likes of Korea, Japan, Mexico, USA or Canada need to play serious international football every couple of years if they want to actually improve, not just every four years.

Real answer. Grupo Pachuca (one of the owners of the Pachuca, a team in Liga MX) works with some of Commebol and they have invited Mexico multiple times to join them in the Libertaddores, Copa America and such, but thats just one owner wanting to go back.
The others owners see more money with their games in USA, which they do frequently, and so they don't want to leave. Concacaf too doesn't want that, as Mexico is really the second best market in the whole region, so having only USA, Canada and Costa Rica would be a bigger joke.
Overall, the owners see the domestic and the USA tours good enough and without really having to improve the teams, and so, they keep for themself.

Mexico reached the finals of liberatdores with tigres back in like 2016 or so and lost to river. Only one meixcan team has claimed glory in south america, pachuca 2001 against colo-colo at home. Chile got BTFO'd in fantastic fashion. Pachuca can at least say they've won something worth a damn.
