Minor league teams in soccer can get promoted or relegated. So think the Chicago White Sox getting relegated to AA and the Akron Rubber Ducks getting promoted to the MLB.
League One is the English equivalent of AA and in England, because everything is only a few hours' drive away, people across all the different levels of play regularly go to away games.

Italy is very long and has the closest correlation between wealth of the area and success of the club so lower league fans are poor
France is very big and its impossible for a Frenchman to go more than 2 hours without a glass of wine, so they'd be forced to drive drunk to watch their team. I've also heard that Brittany is a large enchanted forest filled with druids, fae and other mythical creatures so a few fans probably disappeared on the way
