Would Michael Jordan have the same legacy

if no NBA expansions were made during the 90's and the league continued with its 23 competitors like it was troughout most of the 80's ? (6 teams were added during 1990-1995) imagine talent like S. O'Neal, Penny Hardaway, Alonzo Mourning, Kevin Garnett, Stephon Marbury, Chris Webber, Larry Johnson having to be drafted by one of those teams, i think the possibility to have a fully stacked team with future HOF like Lakers or Boston or Philly had troughout that period would have continued and imagine having to go trough at least 2 adversaries in the playoffs that have in the starting 4 only future HOF & All Star material ?
2nd question that is somehow related to 1st : would Michael Jordan legacy suffer if the flagrant foul rule wouldn't have been adopted in the 1990-1991 season ? before then any type of foul, no matter the level of aggression was counted as an ordinary foul and it's no wonder Jordan begun to win championships starting with the season when rule was put in place and the superstar refball also started to play its part.

      Lakers, Blazers, Suns, Sonics & Jazz teams were weak ? my point is that they weren't that weak but weakened in their possibility to attract better talent, the same for Chicago as well of course but given MJ difficult personality i'm not sure how many superstars would've preferred to be in the same team with him, remember MJ during his playing career wasn't that well perceived by his peers (in terms of character) even Pippen disliked & holds some grudges towards him.

      no there aren't any tragic cases, but what's strange is that a lot of them went trough divorces in the last 20-30 years and never remarried and some of them are still single to this day.

    People seriously overrate the 80s like there were some sort of parity when it was the same top heavy teams that were stacked with Big 3 who came out of the conference every. it was the celtics in the east every year besides one year of sixers who added MVP Malone. In the west it was the Lakers every year besides choking real hard to the Rockets twice. The fact is superteams have always won dating back to the start of this semen slurping leauge

      the point is good teams in the 90's that Jordan faced in terms of stars in the starting 5 were much weaker than the teams from the 80's who battled for an NBA title
      don't you consider that being literally kicked multiple times and this type of fouls being counted as regular fouls doesn't have an impact in the way you play your game ?
      i'm not saying 80's basketball was much better i'm saying the conditions in which you could win a championship were harder, the hurdles that you needed to jump were a little taller
