I would only put Neuer above him in terms of "greatness" , that being said Kroos probably has the greatest career out of nearly every German player.
The only generation that is comparable are the players from the 70s (Beckenbauer/Müller). But you can't compare these generation and careers. The guy from 70s were both World and European champion and also won the "Championsleague" 3 times in a row.
Also, Beckenbauer won everything as a player and manager.
Müller also holds some records that are unbeatable, he played 62 games for the National Squad and scored 68 Goal. Just to give you an idea what kind of records we are talking about here.
