The reason is simple, no one in the world except the countries in the British Isles played football and if they wanted to play they could only play against each other. Because of this tradition, they do not play as one team.

they're not being singled out, plenty of other regions have their own national teams in spain that they field for special occasions/holidays/for the memes and don't compete in world cups either. they're part of spain so they play for the spanish team. pretty sure their passports would say spain on them

And they kept trying to teach me that shit when I was kid. But ultimately any "nation" can create it's own football team but it has to be accepted by it's fellow continental members to be recognised by FIFA and allowed to compete in official international fixtures. Even the Falklands have their own NT but Argetinians refuse to legitimise them so they can't join CONMEBOL.
